Ouroboros probably predates the creation of "dragons", but dragons are also one of those mythology creatures that exist all around the world with an origin that's still unclean. In the East and the Western parts of the Earth they have a few differences, but overall they still share common features and meanings. So, it makes you wonder who came up with the idea first.
Some say that they originated in Egypt, while others say they were spawned by the rare sighting of a prehistoric monster... we'll never really know I guess. Still pretty interesting, tho ^^
